There is a sidequest that is pretty much the Blood Baron quest from Witcher 3 but with Cyberpuuunk. You're not fighting the ghost of the baby, instead it gets saved by 'revived' by making a cyborg out of it. It's arguably even more fucked up. I'm sure there is more, but I'm not too familiar with The Witcher.

Sorry, forgot to answer the driving question. Everything has more weight compared to GTAV. I have to say driving felt a little bit weird at first, but after 30 to 60 minutes I got used to it. I'd say driving over pedestrians is pretty similiar to GTA, at least it didn't really stick out to me.
I think stealth is almost always an option. You get a taser like weapon early on, with which you can take out enemies unnoticed. In some missions it's even mandatory. Hacking is also a way to avoid combat, but that felt pretty lame to me. It was a little bit too simple.
I haven't played Deus Ex, so I can't comment on that.

More than in GTAV, but not by a huge margin. It's not like you can go into every building, but there's a decent amount. You will be able to enter some skyscrapers with like 10 to 20 explorable floors.
