It's basically a season-pass DLC that contains all of the DLC packs that they've released and all in the future.
The game was originally for mobile games, so it had a mobile monetization model for new song packs.
Switch version is priced as an all-in-one bundle. Steam version is priced with base-game with no add-ons in mind so you can dip your toes into it instead of paying the full price.

Its priced to get to you to want the whole thing. The base game is cheap to try out (and a steal desu, it has tons of songs for $3 including weekly rotating new ones). The $30 DLC gets you a new song pack (5-6 songs) every month usually and they recently added another playable skin (each 'skin' usually has different abilities). I don't know if the new skin is DLC only. Either way the DLC is for them to continue development and the base game is to hook people into paying for the DLC if they really like it and want more.
