Nope. A major legal debacle caused major changes to how Sega handles the comics. It definitely affected how the new characters are made and what stories can be told.

No. Whisper is directly based on a certain combination of outfits for the female wolf avatar. tangle was something made by Tyson heese to make a character who can theoretically be played like the other characters in games like sonic advance.

The fact is it's just a non-canon cash in mobile game and until Iizuka comes out and says "they're canon" I think it's safe to say that they aren't and that this is just to promote the comic since its sales are probably lagging. Besides if they were canon Sonic Team would've introduced them in a mainline game first (like they did with Cream) before shoving them in some mobile game tie in for a game that came out three years ago.
