Personally, I'd say let the developers and/or publishers assign a 'benchmark' achievement - in this case probably Malcontent - to compare the others to, and let Steam users switch their stat displays between overall and 'benchmarked'

HL2 didn't have faggy achievements when I played through it on launch, teenage faggot.

I know, it's just funny to me the neets that don't understand that people have spare money and have other things in their lives besides consuming video games endlessly.

This leads to sometimes buying a game wanting to play it, but other things happen and you end up not playing it, possibly playing another game with friends, or buying a game on sale you may play in the future, but not right now.

Valve give HL2 away for free like 5 times a year, what Steam should do is not count achievements for people who've never launched the game
I have still not played Witcher 3 after buying it on sale like 2 years ago and have no achievements, I didn't get filtered an hour in, I've never launched it

I got it for free with the purchase of Portal.

It's a cheap game that people get pressured into buying cause "muh sales" "muh huge library" and they never touch it. It goes with a lot of games really, the first achievement rarely has more than 90% completion.

90% of the people who played HL2 beat it before achievements came out.

This is only an issue with pc gaymers, on console players have a much higher achievement completion percentage. PC players play for 30 minutes, then resume playing counter strike, tf2, or leage of legends or some gay shit.

That's how it's already done. Achievements only get tracked for people who run the game, not people who simply own the game.

Maybe they have such a high completion percentage because they get so few games worth playing.

Majority of console players only play Fortnite or FIFA, the vast majority of players on all platforms are huge casuals.

I’ve played Mass Effect on Steam for exactly 9 minutes, but I’ve actually beaten it twice on the 360.

xbox 360 has the better version of tf2 and csgo without skin or hats faggotry, too bad aiming with controller makes it useless

Half Life 2 came out before game time tracking and achievements. I played the game through three times when it came out, Episode 1 and 2 more than that. Episode 2 had achievements but no game time tracking so I have a bunch of achievements for it despite no time played.

Plenty of games especially older ones on Steam have this problem.

This is part of what I mean though, the achievements are largely pointless if the 'total' is set by all the people who've opened and closed the game instead of the ones who've definitely played the first bit
The overall proportions between the achievements will be the same, but the percentage of 'actual players' will be more accurate

Between sales, free games, and bundles, it's normal.
I've got a bunch of games in my library that I've never even installed because they were free or came in bundles.

yeah i remember the launch and the following weeks being very barebones and shitty.
things stabilized a couple months in, after they started releasing more civs.

I can see why with that case, not only are there fucking hundreds of them so the curve probably looks the same as most games, but also the vast majority are 'do [x] with [y] this many times', so anyone looking to get them all would have to play with every faction multiple times
