I'm sure he is John's son, but he does kinda look like he could be Dutch's kid. Definitely not Arthur's though.

RDR2 has its fair share of RDR1 retcons.

It retconned Dutch from having any kind of charisma to being a bumbling fool from word go.

it was a mistake to not have flashbacks to the gang and dutch in their prime. show dutch as the competent man with cult-leader charisma.

Arthur probably started to resent him after he left the gang for a while and when he came back he had a woman and a son waiting for him alongside Dutch still caring about John. While Arthur himself was loyal all his life and he lost practically everything.

From a practical point of view, they are essentially brothers in how they socially interacted and grew up together.

Arthur had several chances to get his happy ending, but it would have meant living as a good man. He'd have had a harder time with that than John due to his temper.

They were raised as brothers.
As an older brother I can absolutely confirm that a younger sibling is only capable of being a useless fuck who constantly gets into trouble they can't get themselves out of.

I think that's true to life, really. The gap between RDR1 and RDR2 reminds me of this quote from The Dark tower:

The other shoe drops for everybody eventually, but Arthur did give John and his family that brief happiness.
