Bible Games was the best AVGN Episode.
In its heyday it was marketed directly to flyover Christian families as a nonviolent alternative to Doom or Duke Nukem, while mechanically it's still a Wolfenstein 3D reskin (a game which certainly stood on its own merits in its time) so I gotta imagine anyone who played it as a child developed a Stockholm Syndrome form of nostalgia for it as "The FPS I'm Allowed To Play At Home"

Actually no, they licensed the Wolfenstein engine from ID Software.
they were using the engine without a license from Id at the time (which isnt very christian of them) but once Id found out what game they were trying to make they thought it was hilarious and sold them a license at a discount.
But it's not that bad.

The game is a meme. It's so bad that it's good. It's $4.99 full-price and was discounted to $1.74 as of the most recent sale; moreover, it was in numerous Fanatical bundles.
It's rating isn't 93% because people think it's better than Skyrim (for which 92% of all reviews are positive). It's because most people who bought Super 3-D Noah's Ark bought it as a cheap novelty and were amused by it. What you apparently don't understand about Steam reviews is that people don't assign ratings to games; they either recommend it or they don't. It's "yes" or "no" rather than 0 to 10. If the game's rating were 100%, it wouldn't mean everyone thinks it's a 10/10 experience. It could just mean that everyone thought it was barely good enough to recommend.
Reviews on Steam are often indicative of quality, because a bad game is more likely to have people leaving negative reviews, but it's still important to distinguish percentage of positive reviews from some kind of actual score. Super 3-D Noah's Ark having a 93% is probably less an indication of the game's actual quality being 93/100, and more an indication that most of the people who purchased the game were completely aware of what it is: a notorious meme game for religious kids whose parents disapproved of Wolfenstein. They knew this, decided they wanted to try it anyway, said "haha old game" and were satisfied.
Also, Steam's review system is fucked because reviews can be rated as "funny" which gives people an incentive to leave funny reviews which are not always accurate.
