No, for various reasons. First, UT and EB have very different writing styles and settings. Second, Toby already has his own stuff to take care of. Third, EB is Itoi's baby and I don't want a guy with only a single finished game under his belt to take reins on someone else's vision. And fourth, there's literally no need for an EB4, the series wrapped up perfectly and there are more than enough clones.
