people keep memeing that the surgeon in tlou was a different skin tone than what is normally considered a white person, so much in that he could ostensibly be considered black in the first game. Which simply isn't true when you look at the first game's models. He looks nothing like the actual black character models.

Memory isn't perfect. I haven't played the game but if it's Joel who is recalling the event, his rendition of it can have been influenced and overtaken by the typical pre-outbreak expectations of a surgery. If it's someone younger they might have never seen a surgery and their idea of one and therefore default to a stereotype from whatever films and media have survived.
