Who seriously cares about how powerful their phone is when they're wanting to play GBA games? Office desktops from 2001 can emulate GBA. Your bigger concern would be needing a Bluetooth controller to have buttons.

New 3DS XL for most portable and retro consoles and of course DS/3DS games - it can even do some PS1 games as of lately.
PSVita for [same thing as above] plus PS1 and of course PSP/PSV games.
You can get them used in great conditions in most parts of the world from 80 to 130$ equivalent each. Cheers.

Yea right, who cares? He mentioned the phone because it is way more powerful than required for most emulators. On screen controls are also fine for turn-based games like RPGs.
Bluetooth controllers are a somewhat cheaper option than buing some handheld emulator

Have you ever considered using your own Smartphone with a suitable controller? I abandoned handhelds after the Nintendo DS 1, so I may be wrong, but I'm pretty sure that an average smartphone destroys any of these handhelds on the market.
