G'raha Tia and Urianger claim to be the WoL's friend but are repeatedly deceitful in ways that are too major to be ignored. I get why Urianger felt he had to be sly in post-HW. I was even willing to forgive the First since he got conned into it by G'raha, but not a week later in Eden, he says to Thancred "I have a big theory that could be important but don't tell WoL."
I get that they keep presenting it as having no choice. I get that if they spilled the whole plan up front it could hurt the narrative tension and drama. I still don't think it's okay, and it bothers me that they keep getting written as our best friends.
A big theme of HW was various characters learning to trust one another basically from scratch;
>Ishgardians learning to trust WoL and other outsiders
>Ysayle earning the party’s trust after fighting against them
>WoL & allies having to earn the trust of Hraesvelgr, Vidofnir, and other Dravanians
>Estinien sort of having to learn to trust everyone since he had been so isolated by his thirst for vengeance for so long.
This resulted in bonds between the characters that felt very genuine and very much earned, and in turn culminated in a quite satisfying resolution in 3.3.

In ShB, a good deal of the dramatic tension stems from some of our closest friends purposely obfuscating their intentions and challenging our trust in ways that are patronising. The biggest offender is the scene in Rak’tika where Y’shtola and Urianger realise that the process of killing the Lightwardens is harming the WoL - rather than telling us there and then, they ignore it and go ahead and kill another Lightwarden first, knowing that the outcome is harmful to us. Exarch being set up as an elusive character from the get-go (Y’shtola says she hadn’t spoken with him in years because he wouldn’t be straight with her) was a bit undercut when half of the player base identified who he really was within basically minutes of the ShB trailer first being shown

Yup. SHB got off to a great start, and now its easily been one of the worst expansions aside from the story. I feel its worse than SB. Each expansion seems to be worse than the last, hope its not a trend.

It's more of a yet another case of the scions being conveniently stupid. WoL, despite being pretty much the only scion with 0 connection to g'raha barring Crystal Tower questline figures out instatly that he's the Exarch upon introduction.
You can see more of it throughout ShB as they struggle with most inane shit that takes you a minute to solve and "recently" in 5.2 couldn't wrap their head around Elidibus' plan despite the fact that he stated exactly what he was going to do outright.

This is in-character for them though. All the Scions outside of Alphinaud and Alisaie just treat WoL as a weapon and don't trust him with anything he doesn't absolutely need to know to do his job. Remember Lyse?
