You've missed the point of what that image is saying. Yes, you can argue over the semantics of the "universe" being a piece of a larger "universe", but that part is irrelevent. What it means is that a single point in space could collapse into a lower energy state at any time, and if it did that collapse could spread in all directions at lightspeed and annihiliate our entire "universe" (or whatever word you'd prefer) completely.

False vacuum does exist, because we have experimentally verified that "empty" space is not at the lowest energy level possible and zero point energy exists. We just don't know how and when could it even decay in relevant timeframes.

There is also the cosmological constant problem in which the observed amounts of zero point energy does not fit into the small cosmological constant we experience. The discrepancy is absolutely insane, about 120 orders of magnitude and we just have no idea how to reconcile it short of janky multiverse models.

Yeah, but it turns out the light speed is pretty fucking slow over cosmological distances and even if it happened right in the neighborhood it would take millions of years. The fact that it did not happen for over 13 billion years means the universe is pretty stable.

Vacuum(empty space) has intrinsic energy, of which virtual particles are just one manifestation. If somewhere energy of any sort exists, it WILL decay eventually, no matter what, according to the laws of thermodynamics.
