The only romhack I ever played was an Emerald rom that had every pokemangs up until gen 3, it was very enjoyable as gen 3 is my favorite but I do wish it had more zones.

I think emerald is the perfect game, and instead, you should be ravamping ORAS to emerald.
And about this subject it really pisses me off the fact that every fucking shit romhack uses gen 3 as a base, like, sure, I loved it, but when are we moving foward in technology and make romhacks based on the DS games?
I think changing the base game that you are making the romhack over also would help with proper implementation of new features instead of being shoehorned and looking like shit.

3 gen hacking is the easiest thing to do because how much easy tools it has, the DS is not but its possible.
Also, it already has its hacks, like QoL hacks or that BW hack with Mimikyu in it, the Light Platinum port for the DS but unfinished.
