Publishers make money at a point of sale, and what they sell is CONTENT.
They will exploit three hundred artists and designers and programmers to make CONTENT to sell you, no matter how cheap, no matter even if the horse armor is $2 they will still sell that.
What they will never do, is let you make content and release it for free. That's going to devalue their exploitation of their developers.

Devs, and especially publishers, don't want their games to last forever. At least not in their current state - they either want people to buy the next game, or pay for DLC.
Mod support doesn't necessarily devalue sequels, but it does create the expectation that each installment will have it. See the new Doom games. While they are great, I have a lot less temptation to pay for them when I have literally thousands of hours of old wads to play.
As for DLC, adding robust player-created content support often runs counter to the base level system in place for paid content. Valve games supported custom sprays for the longest time, until CSGO suspiciously didn't. Eventually they introduced their own lame sprays you have to get through loot boxes. Nobody would do this if they could just upload their own pics of anime girls eating each others vomit as sprays for free.

The big studios don't WANT their game to last forever.
They want you to consume product and get excited for future product. They hate that they can't legally shut off the old games and they have to compete with their past installments.

Publishers don't want games to last. Except Bethesda, who will happily re-sell you Skyrim for the 5th time on three consecutive generations of consoles + PC. And who are reliant on mods just to fix their fucking game and make it bearable.
