I dunno about CS but in TF2 all sprays you've seen (and not seen but still sprayed somewhere) are stored in one of the temp folders in TF2 files.
So in theory if someone were to use CP spray you could have that stuff on your computer without you really knowing.

It's not a bug. Valve servers don't actually disable sprays through the normal server option, they disable the downloading of sprays. This means if you join a server with someone whose spray you've seen before on a community server, then you can see it in the game since it's already downloaded.
