For me, I would have it run during/after to the events of GTA San Andreas. They could redesign the map of Los Santos from GTA V and make elements of it resemble the old Los Santos from the ps2 era
You'd play as a rookie cop during the events of the Ballas and Grove Street Families gang war. During missions, you'd be considered "On Duty" where you have to be careful with how you do things. When not on a mission, you're "Off Duty" and can do whatever you want.
Depending on your actions during missions, you stick with the law and help bring in gang members, etc until you become an FIB agent. But if you side with the gangs, you'd end up joining them and becoming a high ranking member. Each ending would result in the end of Grove Street Families
The way I see it working and it being good is if you can be a corrupt cop.
And have the choice of either betraying the police, becoming a drug lord, doing some sort of takeover of the city government with you in charge or trying your best to clean your image and be a normal cop.

The style of game would work, calling it a GTA game would just hurt it because unless it was set in NY during the corruption scandals or similar people would be calling it "too clean".

Only if you do it undercover like in Sleeping Dogs. and even there it got really stupid.
A proper cop-game doesn't really work in a sandbox style unless you go for something super wacky or super corrupt.
