thats because windowed mode means triple buffer vsync is forced
if you want vsync off use exclusive fullscreen

use RTSS for a global 60fps cap and disable it for the few games you don't want it on

depending on what game you've trying to play, set your ingame resolution to 640x480/800x600/whatever has the HUD scale you want and then use dgvoodoo to set the rendering resolution and output window to your monitor's native resolution

if you're playing 2dshit like age of total conquer whatever the fuck i dont care about those shitgames then just play them at their intended resolution and possibly use dgvooodoo's lanczsos filtering instead of windows bilinear filtering to keep things sharp
