Opponent must be able to make a move, else it's stalemate.
Stalemate is a stupid rule. If you can't make a valid move without putting yourself in check, you should be considered the loser.

QG7 or Queen to G7, is young Caruana I think? indicates a "safe" move that wins the game, because Caruana is a "safe" player
QG8 by Hikaru is an "aggressive" move that wins the game, because Hikaru is good at rapid chess/is an aggressive player
QG6 is a brainlet move by Anish Giri, as it draws the game from a blatantly winning position, which is something Giri is known for, making stupid mistakes when it matters

Stalemate is when you are NOT in check and can't escape or make a legal move (ex a move that would put you in check).

The king is not under attack, so it's not a check mate; but since black has no legal moves available, it's a draw
in this case Qg6 means the king is not in check by anything and yet it cant move, since all possible moves put him in check, and thus are illegal.
Not in check + can't make legal moves (with any piece on the board, in this case there's only the king left) = stalemate
for example if black had a pawn or something somewhere on the board that he could move then it wouldnt be stalemate because black could have a possible move somewhere else on the board (moving another piece).

I think game should punish you for being reckless. If you accidentally put your king into check position you should just loose, there shouldn't be any rule from preventing you from doing such stupid move.
If you are deliberately surrendering, just forfeit the game.
The stalemate rule exists as a consequence on rules regarding checking and checkmating, as well as common sense. If you have a board advantage and the opponent no longer has any legal moves, it's because you fucked up on board control and don't deserve to win.
why would someone (who i assume is a GM) suggest QG6? it's litereally stalemate.

Aren't QG7 and QG8 the same? QG8 just feels more provocative because "Q is right at your side/closer", but objetively there's no difference
