This absolute issue with the concept is that it has a level of inherent complexity that makes it impossible for an amateur to grind out a finished product. You need to have a good idea how to properly implement the AI such that it scales well as you add new interactions, and also reacts in a playable manner. It's more complicated than Hitman because you have a lot of individual agents who are trying to accomplish independent goals, rather than just the player and their target.
