Japanese have a different philosophy in regards to creative pursuits, also any time there's like a progressive movement in the west the idea of "skilled art" is always under attack. Putting in 110% effort right now isn't in vogue, its a balance of novelty and traditional ideas of whats good, tradition by its very nature is conservative and the Japanese always have an appreciation for tradition in the arts. Its not something you really notice but you look at Team ICO games and they are all inspired by western art and architecture and painting for example. You look at a Ghibli film and its so rooted in animation tradition dating back to OG disney animation and japanese culture.
If you want to make good media there needs to be an appreciation for its tradition and its history and the Japanese are exceptionally got at that, your view of the world very much affects the art you create, that's why you see a lot of tumblr art with ugly styles, its incredibly progressive and different from things that came before, but ultimately in the long game tradition and building on the shoulders of giants always wins. Even to this day people still study and build off the same ideas we learned in the renaissance.
One way tradition manifests itself in games is in like Platinum game who's steeped in arcade tradition, filled with references to classic games and inspired by it, or you think about Nintendo and Mario Odyssey having outright 2d Mario sections and traditional Mario things while introducing new ideas. One way straying from tradition can manifest itself is the western Devil May Cry game or 343 Halo games, even TLOU2 strays away from tradition for the sake of progressiveness.

Basically this. Art there is still treated as a honed skill that people seriously learn. Over here it's treated as a god given talent where those who can't make it should never try.
There're amazing Western artists but they usually work alone on their artistic expressions. The East is way better at producing large amounts of competent enough artists to get work done, while lower tier artists over here fall into pennies commission work or lazy animation that's held back by budget more than talent.

Honestly, I really dislike the art direction many new anime movies are taking. Look at something like Boy and the Beast, Wolf Children and many others. For some reason, Japan decided to get rid of any and all shadows on moving actors. It's all fucking mat_fullbright 1, what the hell. On the other hand, they DO draw shadows on static backgrounds, which makes it even worse.
