In tend years or so, Sega COULD force a PC port if they want it, but with ATLUS weird sense of loyalty between sides of the brand, Sony and Nintendo, it's unlikely a Sony console is getting this one, unless Atlus finally decide to stop with the console exclusives by then.

If you really don't think there's some contractual agreement for mainline SMT post IV between Nintendo and Atlus, I'm not sure what to tell you. They did the cross promotion with Fire Emblem Awakening, there was TMS#FE even that ended up being a dumpster fire and Nintendo was the one that announced the localization of SMTV, not Atlus, in 2017. The simultaneous worldwide release basically confirms they're assisting localization in some manner.
Hopefully they port (Deep) Strange Journey as well and finally localize II and If...

Nintendo loves picking up / supporting niche and historied Japanese series. It's why they invested in Fatal Frame, Monolithsoft and backed projects from veteran designers like Itagaki (Devil's Third), Kamiya (Bayonetta) and Suda (No More Heroes) even if the image doesn't really match or they aren't huge sellers.
There is no agreement with Nintendo, and believing otherwise is the exact same paranoia Nintendo fans have in regards Sony and Persona.
The series always had it's roots on Nintendo, with Nocturne being the biggest exception, but spin off games always did well enough with Nintendo portables since the Gameboy brand, and just like Square with Dragon Quest IX back on the DS, ATLUS just decided to try it's luck in making main entry exclusive for 3DS instead of another Spin Off. From there, after so many "SMT" games on Nintendo portables, it just made sense to make SMT V for the Switch. But again, this is jut ATLUS decision, Nintendo is just happy with the results.
As for TMS#FE, there aren't any major mysteries either, I don't remember all the names involve, but it's as simple as someone at Atlus actually wanting to make that crossover, and IE wanting a FE game in a modern setting. The team at Atlus asked for the crossover, and IE accepted. Again, I am butchering that story due to my lack of memory on the names, but that's the core of it and it's fairly well documented.
Nintendo fucked up by thinking they could make a half assed Star Fox game and it would still sell super well.
Can we get ports of all of the games, Strange Journey, SMTIV, SMTIVA, SMTI, SMTII, SMTIF, Digital Devil Saga, Devil Summoner. Just give me all of them.

By the time Star Fox Zero was released, Nintendo had no idea what it was doing with the Wii U anymore, and was just ready to jump into the Switch before sinking any further.

Again, Nintendo is just getting the benefits here, they MAY even decide to help with the distribution like with Dragon Quest games if Sega allows it, but they aren't working on SMT themselves. Heck, Nintendo usually isn't shy to let us know which games they are actually paying for, like Marvel UA3 or Bayonetta 2 and 3.
If the game is getting a global release, is because even ATLUS has to get up to the times eventually, and SEGA must be working to get all the due translations and localization work ready to go as they work now.

I'm just past the Minotaur but god damn it's fucking annoying how fast enemies spawn and rush you. you can't even get your bearings or look at the map on the pause screen because the second you stand still someone is ready to fight you before you can even orient yourself in the dungeon. I want to keep playing it but this annoyance is making me hesitant to pick it up again.

I think we'll have to wait until the credits go up to be sure. I agree they aren't paying for the whole thing, Atlus is still publishing, and even if they were helping with localization it wouldn't rule out a PC port (NoA is credited in Octopath for example). But even if they're distributing, that would still be some sort of contractual agreement. I have a hard time believing Sega is stepping in for the worldwide release when they didn't for Persona 5 Royal though.
Switch died kind of early, bit of a shame.

The thing with portables is that they get old way faster than normal consoles. Is not even a question of graphics, once you get any console with a competent catalogue that just "feels" better to use, is really hard to go back. So yeah, ever since the Switch release, going back to 3DS screen and controls, isn't easy.
And I am not talking about poor begging to the Switch, again, is just hard to go back to previous portables, so a port of any kind on any system, is appreciate.
So let's have a minute of silence for all those first party 3DS games that will never get ported now...
