Negative Zone. It has 0 connection to Luigi's personality, and unlike many moves that were made up for Smash, doesn't appear to be anything you could reasonably extrapolate from the character's fighting style in other games.

It's not the most clever choice for a move, but it's just meant to be his characteristic jumping ability turned into an attack/recovery option.
I think his Final Smash is weirder. It's not anything he ever used in a game. There's some speculation that it's similar to a move from SMRPG, but even then we aren't completely sure it's the same move.

Green Missile will always be the most out of place move
Luigi’s characterization in Smash as a whole is pretty ill fitting. It’s clear that a lot of the earlier additions in Smash are molded to fit Sakurai’s headcanons about the characters rather than what they’re like in their actual games. He’s always been really weirdly goofy and incompetent in Smash, and I have no fucking clue what the green missile is supposed to be. Luigi didn’t start being a goofball until Superstar Saga and even then he’s not flailing around doing weird planking falls and wiggling his nose like in Melee. I genuinely have no idea why they made Luigi such a weirdo in Smash.
The negative zone doesn’t make any sense either, Luigi doesn’t ever show any depression in the actual Mario series and even when it comes to his fearful personality he loved his brother so much that he’d face his fears and go through the mansion to get him back. There was never any sort of negativity about living in his shadow.

It doesn't matter to me if a character has a move that they never used in a game, as long as the move is still in-character. This is the case for most of these moves, I never really played a lot of Donkey Kong or Metroid games though so I could be wrong.
