I think it's less likely that tekken partnered with the restaurant for a stage layout without also getting Kiryu, but if I was Harada I would do that just to make everyone seethe.

the restaurant (matsuya) just has a partership with sega to appear in the game, they arent owned by sega or anything. if you notice king has a costume of rainmaker from NJPW the same rainmaker guy appears in yakuza 6, its just a mutual partnership. ofcourse its still possible kiryu to appear in tekken but the picture of lee infront the restaurant has nothing to do with it

Why are you talking about Sega as though they make Tekken? I would find it very strange (or, as I said, a funny joke) if they were to go out of their way to partner with a restaurant to add an asset into a game for no reason other than having a new stage. New stages in T7 all tie into a DLC character. It'd just be very strange that they would go out of their way to do this thing for no reason whatsoever.
