I always hated that. When I finally learned military ranking titles and hierarchy, I realized chief's name wasn't just to sound cool. I get that it's because he's an enlisted man who works for a living, and I know in the lore he was offered and turned down promotions several times, but it still bugs me how in theory a pissant O-3 could order him around. It pisses me off that that UNSC faggot in Halo 4 actually had the authority to do what he did. At least Bungie played it cool with Lord Hood respecting Chief's judgements whenever he spoke up.
Apparently the majority of spartans were only in the enlisted ranks. Noble Team being officers were unusual since they had to closely work with ONI and required higher clearance or something.
For real. It's stated several times that while basically everyone that matters and makes decisions directly outranks most Spartans, when they hit the ground everyone essentially turns operations over to them.

Most Spartans, before 343i's fanfiction, never left the rank of Petty Officer, 2nd Class because that's what they graduated as because Spartans were meant to serve on the ground. Very few were meant to serve elsewhere, like Kurt on Onyx. NOBLE was a genuinely unique case because they had to be able to take command of ground assets to get their missions done, and to avoid being derailed by other officers while simultaneously being attached to a foreign command structure.

That's more complicated than it seems. You can't just have the whole body covered in thick hard plates. Bungie's armor designs weren't very realistic in that the Chief really shouldn't be able to move that well in them. Halo 4/5 were better in that way, but obviously they went too far the other way. This design is looking a bit better.
It's also the section of the body that has to bend the most.

Yeah, armor that you wear in a fight then take off immediately after. Not armor that you essentially live in. A lot of the protection of the spartan armor is in the kinetic shielding they copied from the covenant. And the black underarmor layer that is solely protecting the stomach is also very durable.
From a narrative perspective that dude doesn't belong as a major role in a Halo game. He can be a throwaway minor appearance, but keep him out of the spotlight.
Wasn't Chief offered a high ranking navy rank but refused? Either way, Chief is essentially treated as being second to Hood and anyone that tries to pull rank on him (like Infinity's first captain) basically is committing career suicide.
