Technically after the first hit Makoto didn't hit any of the subsequent flurry giving Q enough time to recover and pull of his super. However as his blow was about to hit the hit effect of makotos last super collided with Q's hurtbox (which is slightly delayed from it's animation) so they hit each other at the same time resulting in a double ko.
Learn your anti airs, learn how to poke and what your good pokes are, grind games, get shit on, figure out why you get shit on and start from there. Don't be ashamed of losing the first time you start.
Be the person playing Makoto and not the person playing Q, a low tier piece of garbage with almost no benefits except POTENTIALLY good HP if you can get 3 taunts of EARLY in a match, and almost nothing but weakness in literally every other area.
Slow as FUCK (his MK comes out slower than Chuns HK, what the fuck), no good reversals beyond super art shit, almost no combos beyond a fucking CLOSE MK, low DPS potential, predictable, bad at building meter, easy to hurt but hard to hit with due to shitty normals and a large hurtbox, just fucking bad at everything.

Pick one and play it for several thousand hours. Say goodbye to just enjoying a game and treat it like a sport and single mindedly focus on just playing it to improve your skills like some kind of psychopath.

Figure out what your buttons do and a basic easy to pull off combo and fight people. Playing against people will be what you learn from the most.

I always sucked so bad at parrying in 3S. I could do the beach ball parry minigame pretty well but was just guessing wrong times with actual attacks. Granted I've always played with a keyboard but still. What do?

Chun li honestly can't do much. She doesn't have a good "dragon punch" type move that gives her invincibility to pass through a projectile (well, she has one, but the enemy can easily punish it). That version of Sagat shoots projectiles so fast that he's sometimes softbanned for being cheap. Check out this video though where Daigo is getting locked down by Sagat, but then he switches to Boxer (an aggressive character that can has options for going through fireballs) and absolutely demolishes Sagat. Otherwise, you just have to have a lot of patience to find the right opening.

The tiers have changed a lot since people have actually learned how to play the gane. Kuroda showed everyone how to properly play Q and now he's bumped up to High-mid tier along with Oro.
The only truly low tier useless characters in 3rd Strike are Twelve and Sean.
depends on what fighting game your talking about. but at the route of it, just play more, learn your character learn your combos, learn your spacing, and this will all come to you when you play more. it might help to stick with one character starting out.
so the situation is sagat wants to threaten anti air so chun is forced stay in the corner and take the chip damage from his fast fireballs
chun has a few options
jump in punishes fireball but loses to anti air, biggest risk biggest reward
neutral jump tests what opponent does on reaction and resets the situation, small risk small reward
fireball prevents chip and puts the characters in a more even situation, if sagat reads this like he does at 0:16 he gets a punish. medium risk small reward

Learn what you're doing, pinpoint each flaw and try to work on them individually or in multiples if that's possible for you
See what pro players do with your character, learn their habits and try to understand as to why their actions make sense
Honestly all you would need to do to fight Zig Forums is have one or two BnBs on hand and then throw yourself against the wall to discover what your weaknesses are

Is there any person _besides_ Kuroda who is actually good with Q? Like enough to place in a major event? Kuroda is a god with multiple characters so I'm not sure that placement is justified.
