This is DLC done acceptably. It's purely cosmetics and the base game has plenty enough already, even the special frames are just skins applied to your current parts.

The way I see it small cosmetic DLCs is a way to allow dedicated players to give you a tip and get a little something in return. This is also why most indie titles have the OST available for purchase despite being easily accessible.
