Do these tabis movespeed work even though im bogged down by heavy armor? if so that would be pretty sweet to gain some extra movespeed.

As far as I know they do but if you just want movement speed from your boots you're better off making boots with bootsprings. If you can ever fucking find one of good quality, WHICH I CANNOT

Movement points is penalized by Armor Penalty.
Movement speed is not penalized since it's 'out of combat' movement, thus not reduced by AP.

I always get myself strider boots for moving fast despite having a tungsten can, outside combat, roaming around for questlines and merchant runs

gets reduced by your armor penalty, e.g. armor penalty of 50% cuts your movement points from tabi in half
IIRC the only movement bonus that ignores armor penalty is sprint

we'll see. not a big loss to ditch 3str for agi for sprint and ditch dirty kick for it. can wing stun with a taser

i was going to, then i saw the next update is literally killing psihybrids and lost all interest, it doesnt help that i cant wear the robed / armored tchortist rassophore armor which fits psi hammer so well, because its only 35% armor pen and i lose out on juggernaut
