The Mario universe was getting too whacky with Super Paper Mario, Mario & Luigi Dream Team and Mario Strikers. Order and consistency had to be restored somehow for the franchise to have a clear identity, as Nintendo plans to expand the franchise beyond games and into broader areas of entertainment like theme parks and movies.
Also, original characters are still allowed provided that they don’t blend in too much with the Mario universe. Miyamoto loves the T-Rex, and it’s mandate approved.

Completely irrelevant because they can just use the central Mario characters for that shit. No one's forcing or asking them to put in the unique one offs into theme parks, monopoly boards or movies. People just want the spin-off franchises to actually be good and exciting rather than sterile and boring.

You can still get creative with the franchise with the mandates. Paper Mario has raised it’s enemy variety considerably since Sticker, bringing back forgotten types such as Ninji, adding a more fleshed out Birdo into the mix and allowing Bowser’s minions to work with Mario; it just needs more significant friendly species and partners, such as Piantas, Daisy, or Rosalina.

With the Mario franchise being so large, and the widespread of resources and wikis that exist around it, having inconsistent portrayals and character designs can change what people think of the brand.

Yes, they can be whacky. You can still have Mario/Luigi/Peach/Daisy/Yoshi/Toad. You can still put them in multiple scenarios. The whole point of the mandates is to prevent CONTRACTORS, like Intelligent Systems, Camelot and Next Level Games, from allowing the established characters to act out of character, and from drastically altering the existing universe designs and ethos.
Nintendo themselves understand the Mario IP more than Zig Forums ever will, and they can add new characters and locales to the Mario universe as they please.

It's funny. Absolutely nobody would have complained if Returns was exactly the same as it was, but Kremlings were also enemies and K. Rool was the final boss in his original getup. He's been so many different things, going back to vanilla King K. Rool would have been a breath of fresh air. Then he could go back to new getups in future titles. Him as the viking leader of the Snowmads would have been amazing.
Yet we've had Bowser as the final boss for every Mario game for decades, and Miyamoto never goes "Hey, what if we had a new villain kidnap Peach this time?"
