anyways I always saw it as the elites are a parrallel of arbiter. It doesn't really make sense because in general elites seemed devoted but narratively I think it's fine. arby is more critical and seems more willing to take in new info and adjust. tartarus is blindly set in his ways. even when 343 explains halo's a weapon he doesn't care. The brutes were chosen because they're dumber and less likely to turn against Truth.
