Money usually stops passion projects such as fan games dead in their tracks, the only situation in which more money helps is if you have extremely strict management and organization of disciplined workers who aren't really invested personally into the project.

Limitations drive creativity, knowing you're set financially makes you relax and become lazy. The best way to go about it would be some sort of financial incentive system where you e.g. promise to foot the bill for marketing only IF they finish the project and IF you like it.

That amount of money is enough for a hostile takeover of a major publisher like Ubisoft. I would start there.

I'd buy up all the franchises I care about and sit on them. That way they can't be dredged up and fucked in the ass like has happened to many beloved IPs.

I'd buy every developer and publisher that has released an sjw game, or has created a single sjw character in their game. I would then have all these companies work on a vaporware project that I never intend to release. I would hire every diversity freak fresh out of college and give them their own department. I would make them work on a game that will never be released for at least 10-15 years. This would free up sane and rational talented people to make real games while I take out all the garbage.

Start a company out of Japan and start poaching talented indie devs from across the world. I think that would be cool. I'd try to back this up with bilingual talent from grorious Nippon to handle the coding and asset creation.

Fund another N64 Zelda that must conform enough to the specs of an actual N64, hire the old art and sound director
Fund the 1999 Castle wars Castlevania
Fund the original Overstrike that was shown at E3 and not the completely changed garbage that we got
Fund dev work for an open source engine built from the ground up and optimized for VR games
Fund a company that preserves and stores source codes. Lobby the shit out of American and Jap governments to force game companies to send over said source codes when games are shipped so there is no excuse for ever losing them again

Invest in Kojima Productions and From Software. Maybe a few other niche studios, but those two would get the biggest chunk.
