Space marines are a dumb concept, despite all their improvements and extra organs they still have a core vulnerability: vulnerable brain and spine.
But it's a setting where things are done in a dumb way because of superstition, generations upon generations of endless strife, poverty, incompetence by those at the top by those who have either inherited their position or won it through ruthlessness and conniving (making them an excellent politician but an inadequate civic planner), furthermore antiquated military equipment and doctrine has been enshrined as absolute even though they were likely inferior even when they were first made, so it's not poorly written.
In short, space africa but with whites.
