Shit like this happens all the time. Bonuses and yearly wage increases are budgeted. Department management decide how to distribute it however they see fit.
If they think an employee is about to cause some trouble because they haven't been getting as much as the others, they will definitely give that employee better bonus and increase next year (especially if she's a woman) at the cost of shafting the other employees.

I work for a public university and all salaries are required by law to be posted publicly, as a result they just do salaries on number of years

This has not been my experience in any of the jobs I've had over the last 20+ years.
I have worked with a few people who did and they were fired.

Interesting. My currently employment it's pretty common knowledge that many of the production staff have talked about it, but no one has been explicitly fired for it.

A lot of the whining is "gender pay gap" levels of stupid, obviously the call centre drones and skill-less QA testers are not going to make the same as the programmers who aren't going to make the same as the people that have worked their way up into management or other positions of seniority.

The real issue is that the baseline pay at a company like blizzard is a poverty wage that isn't enough to live on, which is the kind of thing that makes the top brass being paid tens of millions genuinely outrageous.

I generally don't give a shit how much investors and CEOs/execs get paid, but it is unethical when they're leaving their least paid staff with so little.

At one of my jobs it was also like that until one day someone started making a stink about wages after a couple positions opened up and they didn't get a promotion. Two dudes got called into hr, asked a few questions, then all of a sudden we had two new positions open and long lecture from our supervisors about discussing wages.
It's all bullshit, I don't know why we let them do it to us.

It depends how much you trust the person not to reee to HR if they happen to get paid less than you despite having a lower-level position, but for the most part most people know about how much I make, I know about how much they make, etc.
