the weapons they acquire are looted either from ruins or from the people they conquer

Third, his own premise of making a strong, powerful people out of these tribes by refusing technology and equipment is not only callous but wasteful and representative of a poor ideology which sees humans as expendable and not just expendable, but overly expendable. How much more effective would they be if they could use better weaponry or have more advanced manufacturing or have actual medicine and treatment for battlefield injuries? He's just throwing lives away because eh he's got plenty of tribals and he can always conquer more... until he can't. Fourth, as stated, he's the only one holding things together in any sort of semblance. There's no one who actually understands what he wants (as seen from the dialogue) that he doesn't want the NCR wiped out and enslaved and torn to shreds, he wants a synthesis. His ideology is based entirely on him being around to dictate terms, which is pretty weak, it should stand on its own merit, not just be 'I'll do what I want when I want'.

It's not the 9th century anymore and they lost to the NCRs most forward undermanned and under supplied force. Caesar also lit his best tactician on fire and threw him over the Dam. And having a slave army only armed with machetes isn't the best way to achieve to achieve victory when your opponent has modernish rifles and artillery.
