I dont understand why Nintendo doesn't put more established characters in mainline Mario games. Hell it even seems like them adding luigi is a chore.
Besides Pauline, which was great, how cool would it be if the next mainline mario game had a world dedicated to wario running some casino? Or waluigi shows up now and then and challenges you to time attacks to steal stars or whatever. Or you have to help Birdo out with something. Or Peach AND Daisy get kidnapped

He only has "memes" because of a genuine love of the character, even if it did start out partly ironic. The character himself isn't even as much of meme as Wario, Luigi, or Donkey Kong. He's just another character with his own personality, motivations, and abilities at this point.

Mario Kart/Party/Sports are all big IPs that Smash doesn't really represent fully. Waluigi is an easy pick for those if they don't intend of revamping all the other Mario characters to accomodate them.

They probably would do all that if they weren't disallowed from using non-Miyamoto-created, non-one-off characters. Waluigi having a role in a Luigi's Mansion sequel would have been perfect, he's a big creepy guy that hates Luigi and will do anything to mess with him, and the new mechanic of a lurking rival somewhere in the mansion would keep things interesting.
