All that tension between them over the years had to lead to something. It's payoff for that buildup.

It then introduces new tension, this time between Mel and Abby. It makes us think about Mel, and how weak Owen's relationship with her is compared to what could have been with Abby+Owen. Mel is deliberately hard to like as a player, but really does very little wrong (other than advocate for killing Ellie and Tommy at the start).

It's a character flaw for Owen. He's one of the most ethically sound members of the WLF, he defends Ellie+Tommy, he questions the morality of the civil war well before Abby does- this scene shows his more selfish side as he gets drunk and cheats on her.

It's also in contrast to Dina+Ellie's more discreet scene at the start (Abby isn't a "kiss and cut to black" kind of person). Finally, and most simply- by graphically ramming home how much they still want each other, it strengthens the impact when we see her find his body.
