We don't know if it's true open world like say TES games, or large hubs connected together. My money is on the latter.
But the fact that they mentioned mounts/horses means that the areas will need to be pretty damn big and open to make use of that kind of movement speed & freedom.
My guess is that the world will be pretty open with dynamic AI that can move about, but with souls style "levels" spread across the open world that you can travel too, castles, ruins, caves etc. These areas will have the normal static souls style AI that is the generally the same each time, I'd guess.
So a mix of dynamic open world for traveling/exploration, and classic souls levels to be conquered.
Sounds more like an experiment to try to get into open world games more than an open world game really. Still, if done correctly could be great. I just hope they don't copy tolkien for the setting, I don't want to play oblivion again.

Honestly all the radio silence is making me worried that FROM is having trouble implementing the open world meme, I say this mostly because of how much of a mess ds2's development was. They tried something a little too ambitious and got fucked when they had the game halfway finished and were forced to scrap alot/basically start over.
Just looking at some of the really cool ds2 concept art and early interviews makes me kinda dread that happening yet again.

By that, I'm guessing he meant bosses found in the "open world" sections can be different or found in different places depending on the time and their AI. I'd still expect classic souls style areas and bosses though with fixed setups, just like in all the previous games, castles, ruins etc, but these will be surrounded by the open world areas that are more dynamic.
It sucks but it was also expected. It got announced only three months after Sekiro's release

Even other good bosses like the fume knight had a very weak design compared to, for example, Artorias.

However there MIGHT be a clear cut reason as to why Bamco hasn't been promoting the game for an entire year now. It has to do with them getting rejected over with the trademark of the name. So before they settled this legal issue they probably didn't want to waste the marketing budget, promoting the game with a title that was in danger of being rebranded. No, Elden Ring has been in development, alongside Sekiro, ever since Ringed City came out. So 3 years now which is pretty long for FROM.
