This isn't from execs or HR, this is from a co-worker (likely a project manager or producer). Basically every employee has some number of honor points they can give out each quarter/year in order to recognize their co-workers for good work. Usually the points can be redeemed for gift cards, etc.
This has nothing to do with bonuses or other pay.

My employer has a system like this too. It's a thing that employees can give to co-workers as a 'thank you' for going above and beyond. Weird stuff, but very common.
