Why not put the figure on the outside of the case, where it is more visible and will definitely not cause problems?
If you really do want to put it in the case though, here's the rules:
1. make sure it's not touching any element that heats up, especially not the graphics card.
2. secure it firmly because if you don't it could fall onto something hot.
3. secure it to the case, not any functional part, although if you couldn't figure that out you're probably retarded.
4. make sure it's not getting in the way of your airflow because that's the main reason to NOT put figures inside the case. Good rule of thumb is that if you have an outflow fan and a hot part with a fan on it, do not put anything in between those two fans.

It corrodes over time and you have to change the cooling liquid every few months.
They're not that much better than a good air cooler, and there's always the small risk of a part failing and leaking water everywhere around your very sensible electronic hardware. The only plus I could see is a somewhat better look inside the case since there isn't a huge radiator in the way, but you should ask yourself how often you open up your PC to just have a good look at it.
Water cooling is completely unnecessary unless you live somewhere extremely hot or you're overclocking. Heatsinks have gotten stronger over the years, and you're extremely unlikely to have overheating problems if you keep your drivers up to date. I have had two problems with overheating before, but in both cases, it turned out that it was something I could easily fix without changing the cooling; in the first case, my heatsink was full of dust and my thermal paste was nearly gone because I hadn't changed it in 5 years, and in the second case, my graphics card was having driver issues because I rolled back after noticing a downgrade in my framerate after doing an update. After I did that though, my fans stopped turning on even when my card was running extremely hot. I just downloaded OpenHardwareMonitor and tuned the fans manually. I'm told there's a similar program that can do it automatically but I didn't bother look that up, since I was replacing that PC within two months anyway.

Right, but it needs to get that air from somewhere in the first place, which is going to be the inside of your case. If air doesn't flow very well in there, the air heats up. Hot air doesn't accept as much heat from a heatsink.

Liquid Freezer II, much better than the X63 and cheaper.
Water cooling is not a meme and costs about the same as a decent air cooler like Assassin 3, NH D15 or the Dark Rock Pro 4. Depending on your case you might only be able to fit an AiO and not one of those behemoth air coolers.
Also the fact that you don't have a huge hot tower next to your GPU can improve its thermals too.
Go watch Gamers Nexus on YT, one of the few decent channels that test different cases and coolers and has proper methodology.
You might also want a custom loop if you have the $$$ and know what you're doing.

PVC melts at around 100*C+ so it's safe. PVC fumes are deadly but they won't be released at any temperature even remotely close to the temperature inside a computer case.
Worst case scenario a hotspot in a computer is on the PCB of one of the components and that's 100*C tops, maybe a bit more for memory or particularly shitty VRMs. Case temperature is WAY below that, I'd be surprised as fuck if it was more than 60*C not to mention with that many fans you have a really decent airflow.
Consider how many fucking materials in the computer itself, from cooler shroud to shitty gamer plastic on the motherboard is also made from plastic and is perfectly fine.
