Of course you can't play PS2 era games on a 3DS and there were no ports.
You can play the NES/SNES games, and SMT 4 and SMT 4 A which are good. (And Soul Hackers too.)

Probably not the best, but the ones I enjoyed a lot:
- Ghost Recon Shadow Wars: a turn based combat game that is surprisingly engaging and fun. One of the first games released and I think it was originally developed for the DS.
- Xenoblade Chronicles: a very decent port of the Wii game. One of the bests adventures out there in any console.
- Pilotwings Resort: solely for playing something relaxing without much thinking.
- Samus Returns: great game if you're into Metroid
- Pokemon OR/AS: a nice remake from the GBA games a little too dumbed down but with enough additions making it worth a replay.
- Resident Evil Revelations: perfect for handheld gaming. Shames on every other game because it looks great even with 3D on and it was a release window title.
- Kid Icarus Uprising: the best game on the platform hands down.
- All Shantae games: good for the waifus, decent platformer.
- Ultimate NES Remix: fun goofy game. Mostly enjoyable if you are a boomer enough to having played those games in the NES.
- Teathrythm Final Fantasy: fun engaging rythm game. It can be either too easy or fucking hard.
- Mutant Mudds Super Challenge: as fun as kicking furniture barefoot.
I just used mine for fire emblem and pokemon black. Echos was so boring that I lost my 3ds and never looked for it again
3D Outrun is really fuckin' comfy.

Fantasy Life is superb.
