Depends from games to games. If they have actual personalities beyond being wacky or kawaii uguu and are useful in battle, like pre-timeskip Chopper, Riki and Tora, they're based. If their sole existence is to spout lame jokes and look cute, like post-timeskip Chopper and Tatsu, they're cringe.

I didn't think they'd do Apoo since it's likely the DLC was decided before the game even came out and Apoo only showed up in the manga like a few chapters ago (in terms of presence as an actual story character). They probably won't have any characters who weren't already in the anime around the time the game released. But Urouge doesn't really fit that criteria either, I'm kind of doubtful he'll actually be one of the characters.
I'm still kind of shocked they didn't bring back Caesar since even without Punk Hazard he's still a pretty big part of WCI.

True. Then again, they've made characters with minimal fighting roles playable before (Shanks, Smoothie), so they could do it again. Pickings for a Supernova pack are slim anyway.
I'd prefer a Donquixote pack with Caesar, Baby 5, and probably Diamante over a Kozuki pack.
