If it was using Vulkan they could have run the game on those drivers and uploaded the entire precompiled pipeline cache to Steam, and everyone downloading the game with a known GPU wouldn't have any startup time at all. Oh well!

Properly designed games "warm" up the shaders it's going to use ahead of time, usually while loading a level. This game probably just assumes it can instantly load them because that probably works on the PiSs 4. So instead of reworking how the shaders are loaded it just pre-compiles them all ahead of time.

They will attempt to throttle the clockspeed like they are planning on doing with the PS5 turbo mode. This allows the clockspeed to be lowered so you can play older games in 30fps. On PC when you emulate ps3 games you can increase the framerate because you can emulate a clock downrate in the emulator itself, but of course sony is too retarded to add something like this so they would rather physically throttle the cpu.
