He's not quite as good as some of the other 5* Archers but that's because Archer as a class is fucking STACKED in general with some very strong units like Gil and Ishtar. Moriarty was released at a point in the game just after they made Merlin and realized they were powercreeping themselves, so he and a lot of the other Epic of Remnant units have more "fair" kits. His NP gain is a bit weak as mentioned and his Arts deck can be a bit awkward, but his NP damage is still exceptional (only beaten by Emiya Alter to this day on JP, and that's because Demiya has an NP upgrade) and around March next year he'll get a buff to his 2nd skill that makes it no longer consume stars, as well as making his allies count as Evil for 3 turns so he always gets his 40% Attack buff on him.
either way, he and jarcher fill totally different roles because she's AoE and he's ST, so it's worth leveling and using both depending on the situation. Jarcher's good for wave clear and can NP loop in the right setups versus some enemies, Moriarty will obviously be more ideal versus bosses.
