Cortana has promised the Banished that if they who help her, they'll receive eternal life, which is why the Banished are following her since they think Atriox is dead, but really she's under the control of the Gravemind. She's being puppeted to get the Banished to unleash the Flood. Chief has to get Joyeuse to make contact with Cortana to purge her of the logic plague, since that's what Joyeuse was designed to do; purge other AI's of the logic plague. Infinity was completely destroyed, along with most Spartan 4's. It's implied Locke is dead. Blue Team makes an appearance, but they're mainly organizing the UNSC remnants on the ring.
