Capcom has been dead since they listened to Inafune's "Let's pretend we're a western developer" bullshit.

Capcom is the only japanese company to consistently put out AAA games that are actually good.
However they have so many dormant franchises brimming with potential that don't fit the AAA model
Wouldn't hurt to give a smaller talented team a moderate budget and let them go nuts.

A lot of those dormant franchises wouldn't be living up to their legacies with smaller budgets. Stuff like Darkstalkers and even Red Earth had budgets as big as or even bigger than contemporary Street Fighter games.

You could be right, however Japanese companies don't like to fire you, they like to transfer you to another position as punishment or containment. Sometimes it's not punishment but rather just to keep them around. If you fire Ono, then you could find him making the next gen fighter for Bamco, but if you make him executive producer of R&D section 2, then you don't need to give a shit what he does day to day and you don't have to worry about him finding a second wind and helping your competitor beat you are your old game.

SFV is UE4 and not a very well implemented example of it. The Switch struggles with UE4 games at the best of times and SFV needs a 60fps lock. They just aren't cut out to make a switch version.
For RE Engine, I dunno what the problem is. Maybe it's just that RE Engine games are photogrammetry based so you need 6gigs of textures to make it look decent and the switch doesn't have enough RAM.

That doesn't make much sense since Capcom asked for more RAM so the Switch could run the RE Engine, unless Capcom are so retarded they didn't know how much their own in house engine needed
