This. Although art is still better than vidya. I spent my youth imagining how advanced video games would get when I was older and the insane adventures I'd have in boundless worlds, but it ain't happening in my lifetime.

Basically a piece of art is used to fuel the imagination while vidya, especially modern vidya as an adult steals any opportunity for the imagination to work at all.
What exactly prevents me from going into Unity and making this exact scene and have it also be playable?

That's debatable, but I mean visual art like a painting or drawing. Concept art for a game will always create more of an impression on someone with an active imagination than seeing that same location in game since as a 2d piece of art you can decided for yourself what is beyond the borders.
Like could very well do just that with a great deal of effort, but whatever he puts inside of that structure won't be the same thing I imagine is inside of it, and thus my personalized version will be better to me.
Non of this is to say that 2d art is better in, just in the specific sense of being able to create the feeling of a large adventure it is.
It'll look like garbage in Unity.
