Did you even follow the story? The vault fell apart because some people wanted to leave and the overseer was stopping them using the guards. He was an autocrat who didn't want his authority to be questioned. It was a small insurrection which Neesondad caused by leaving. The radroach infestation just exacerbated the situation.

there's a mod that adds in oblivion reskinned monsters so there are a plethora of FOV experiments just wandering the lands. probably the best mod FO3 has.
