He was just an out of place fedora tipper in the original, shouldn't have been in the game whatsoever. Looks like a fucking anime antagonist, the Re1 tyrant is better in every regard.
None the less, his implementation in RE2 remake sets him apart in quality from both the original RE2 appearance and any other "invincible stalker" entity throughout the series. So as far as that kind of enemy goes, he's the best one the series had.

Solid design, shitty execution. He was certainly fear inducing, but way too tedious to dodge and fight. Combat against him, him chasing you through narrow corridors, and his sporadic appearances were more cause for frustration than anything else. Way too forced.
