Playing the ball, as opposed to the receiver, is fair game because both players have equal right to the ball. That's why they emphasize the direction the player is looking in regard to calling pass interference. You couldn't have been playing the ball if you couldn't see it.

The ruling is in context to pass interference. For a defender to make contact with a catching offense player they need to have clear intent to catch the ball and not just be attempting to push the guy trying to catch the ball

I'm not well informed on proper football tactics and plays, but it seems like the Pats have been dominant for so long just due to generally not doing obviously stupid shit and playing pretty traditionally with good players

In simple terms, you're not allowed to interfere with the other guy catching the ball. You ARE allowed to try to catch the ball yourself, and if you get in his way while doing that, it's fine.
