The “Ritos” LITERALLY don’t need Dragon Scales to be able to fly in the latest game, and they are not even long lived like the Zora. The Rito Elder even assumes Link is the descendant of himself. The Ritos of Windwaker was a result of Magic. The Ritos of BotW are from something else.
