You can't trust Jesse's account of anything that happened prior to the AWE, It's very suspicious that Neil (and the entire adult population of Ordinary) disappeared but Jesse and Dylan remained despite her, Dylan and Neil supposedly all having Polaris' protection.
Her compulsion to find Dylan could be the product of an unconscious desire to make herself whole again, and Dylan has a bit of dialogue that alludes to this too, although you could argue he was just fucking with her as well.
Regardless, my original point that was Jesse looks like a bum because she is a bum, the devs were deliberately going for a fish out of water vibe.
