if they cut it for something infinitely fucking lamer and the game has absolutely nothing that would proposed a reasonable issue had it stayed, fucking yes
take paper mario concept art- the characters are practically 90% fucking still images. them drawing up concept art is nearly a finished job. theres no real barrier or actual engine limitation that would have stopped the cut content from existing.

What exactly did they cut?

Usually no. Number one is that people tend to romanticize it in their heads. It's always possible that something cut from a game could've ended up shitty if it made it in. But because it doesn't exist, it's easy for people to simply imagine it was perfect. Number two is the extremely liberal use of "cut content" as a term. You'll see people use a developer quote or some concept art and say "Bros, THIS is the game we could've had..." I don't think these sorts of things are worth lamenting if they never had a single line of code go towards their implementation.

That said I don't know much about OP's example. Are those unique assets or just houses from Hateno resized?

If said cut content is widely promoted to build hype for the game, then yes. Developers are begging to be shat upon.

most of the game, the early access had fucktons more content, then a patch or two they just went full delete

In BoTW's case I'd say no, none of the cut content was used as advertising material. Well there was a map screen in the Wii U version, but that was really only useful in Wind Waker where you spent long stretches doing fuck-all at sea. Someone probably threw a fit about that, I didn't care.
If it's something like Bioshock Infinite showing like half an hour of footage that never made it into the game, full of abilities and areas you never explore, then fuck yeah you need to criticize them for that shit.

It depends on whether or not they marketed those features to you. Other than that, it only works as speculative exercise of game design criticism of varying degrees of fairness.

If they sold you the game on stuff that won't actually be in the final products, yes. I think NM'sS is the worst recent offender.

A lot of the content that's cut is often unfinished, poorly implemented, or irrelevant to the core of the game.

I can't be the only one that thinks this is fake, right? It just looks too polished to be unused content and the only proof of it is that Nintendo themselves said it happened.

During production, they tested a Minish-style village. But they cut the feature for whatever reason. The picture makes it clear that it was still a prototype.

There's almost no difference between critical over cut content, and being critical over an arbitrary amount of content.
Criticizing a game for any arbitrary lack of content is a bottomless criticism. You can always fill it with more stuff.

It's actual cut content. And it doesn't look polished at all. The models were placed haphazardly and they aren't even scaled to the "Minish" properly. It's clearly a prototype. It would've been a very cool feature though.

I'm not like emotional about it, but cutting dual screen menu functionality from the Wii U version just so it wouldn't have 1 small leg up on the Switch one was kinda shitty for the 100 people that owned a Wii U.
